I would prefer to be Kirk if we are staying with that genre. The way I look at it, Picard, like most Democrats, would confront an enemy that was killing his own people by blaming himself and his own people for the problem and for not handling the problem in a politically correct manner. Kirk would simply step in and kill the bastards while Picard was having some angst with his cup of tea and crying on his first officer's shoulder.
This will not have effect in reality, that is what I believe.
